Holland Conservation Commission

Minutes of Commission meeting held on April 23, 2013.

7:07 p.m.  Chairperson called the meeting to order.  The minutes of April 9, 2013 were read and accepted and will be distributed.

Present were: James Wettlaufer, Chairperson, Marcia Beal, Neal Byrne, Patricia Caron and Potential Members Fran Gallo and Paul Roman.  Absent: Marianne Martone.  

Old Business:
The letter of recommendation that was sent to the Board of Selectmen for the nomination of Fran Gallo and Paul Roman to the Conservation Commission was incomplete.  It was determined that Fran Gallo would complete Mary Lovett’s term that expires 6-30-2014 and Paul Roman would complete Nathan Gumlaw’s term that expires 6-30-2015.  An updated letter of recommendation will be sent to the Board of Selectmen.

A site visit to check on the erosion control measures at Robert Ardizzoni’s property on Lakeshore Dr. was done and found to be well in place.  

7:15 p.m.  We consented to Mark Farrell of Green Hill Engineering and Sparky (Mark) LaMontagne, builder’s request to hold the scheduled 7:30 p.m. continued Public Hearing for a Notice of Intent for Ed Dailey’s project at 2 Sandy Beach Rd. Project #184-0285 to repair and replace a septic system was held at 7:15 p.m. because they had another meeting to attend at 7:30 p.m.  Mark Farrell presented the project, giving us a detailed account of the “directional drilling” that would be done on Sandy Beach Rd.   No abutters came.  Neal Byrne made a motion to accept the project, seconded by James Wettlaufer and all were in favor of closing the hearing at 7:25 p.m.  At 7:30 p.m. Holly Rutkowski of 22 Sandy Beach Rd. arrived.  Her questions to Mark Farrell and his replies appeared to be sufficient in allaying her concerns.

Neal Byrne reported having called Mark Stinson of the Mass DEP inquiring about the status of the violations of the Wetlands Protection Act at 90 Maybrook Rd. and was informed that “no action to date has been done”.  He also spoke of the clear cutting of several trees at 108 Sandy Beach Rd. which unfortunately that property is not in our jurisdiction.

A site visit to Leslie M. Germaine’s project to repair a septic system at 56 Mashapaug Rd., DEP File # 184-0270 in response to a Request for Certificate of Compliance is scheduled for 4-24-2013 at 3:30 p.m.

The meeting was adjourned at 8:05 p.m.
